H.J. Res. 78—Continuing Appropriations for Fiscal Year 2004

On November 20, 2003, the House and Senate passed H.J. Res. 78, a joint resolution making continuing appropriations for Fiscal Year (FY) 2004, through midnight November 23. This stopgap spending bill was to be the fourth for FY 2004. This measure was replaced by H.J. Res. 79.
