S. 3297The Advancing America's Priorities Act
On July 22, 2008, Senator Harry Reid (D-NV) introduced the Advancing America's Priorities Act. The measure rolls into one many bills introduced during the 110th Congress and includes several of interest to NIH: the ALS Registry Act (S. 1382/H.R. 2295); the Christopher and Dana Reeve Paralysis Act (S. 1183/H.R. 446/H.R. 1727); the Melanie Blocker Stokes MOTHERS Act (H.R. 20); and the Prenatally and Postnatally Diagnosed Conditions Awareness Act (S. 1810/H.R. 3112). In addition, Title III, Subtitle A, Section 3001, entitled the "Captive Primate Safety Act," would amend the Lacey Act Amendments of 1981, to extend the prohibition on import, export, transportation, sale, receipt, acquisition, or purchase in interstate or foreign commerce of any live animal of any prohibited species to "any nonhuman primates." The prohibition would not apply if the person transporting the nonhuman primate is a veterinarian or specially trained employee of a non-profit organization carrying specific permits for the purposes of assisting disabled persons, transferring to a legally designated caregiver, or solely for purposes of providing veterinary care to the nonhuman primate. This language is based on provisions of S. 1498, which was introduced by Senator Barbara Boxer on May 24, 2007. S. 3297 was placed on the Senate Legislative Calendar under General Orders.
