S. 1916—The Chimp Haven is Home Act

On August 1, Senator Richard Burr (R-NC) introduced S. 1916, the Public Health Service Act Amendment. Provisions of S. 1906 would terminate the authority for removal of surplus chimpanzees from the sanctuary system, except that the chimpanzees may be used only for noninvasive behavioral studies. The bill is a companion to H.R. 3295 introduced by Representative McCrery on the same day. S. 1916 was referred the Senate HELP Committee.

FLOOR ACTION

On December 13 and 19, respectively, the Senate and the House passed under unanimous consent S. 1916, the Chimp Haven is Home Act. Provisions would modify the program for the sanctuary system for surplus chimpanzees by terminating the authority for the removal of chimpanzees from the system for research purposes.

PRESIDENTIAL ACTION

On December 28, the President signed into law as Public Law 110-173, S. 2499, the Medicare, Medicaid, and SCHIP Extension Act of 2007. S. 2499 included a provision to reauthorize the Special Statutory Funding Program for Type 1 Diabetes for an additional year at the current funding level of $150 million. The program was set to expire in FY 2008.
