P.L. 108-199 - Consolidated Appropriations for Fiscal Year 2004

On January 23, 2004, the President signed into law H.R. 2673, the Agriculture Appropriations, FY 2004 (the Omnibus Appropriations bill for FY 2004). The measure includes FY 2004 appropriations for the Departments of Labor, Health and Human Services, and Education, and Related Agencies. Funding for NIH is $27,729 million, an increase of 2.8 percent and $763 million net of the various rescissions (across-the-board and LHHS) and transfers. Also included is a 2.2 percent program evaluation tap as proposed by the Senate for DHHS, including NIH.
